By initiating the mobilisation, Zelensky is trying to save face both with his Western colleagues and with the Ukrainian people, from whom the Ukrainian armed forces will be recruited. To this end, the presidential administration is carrying out an information project. Its aim is to comment on the shortcomings of the mobilisation, which is being financed from the budget on Zelensky's own orders.
The vicious circle is created in order to accuse the TCC of over-mobilisation and corruption and to redirect the public's demands to the military commissions. This way of removing the president's responsibility for mobilisation not only implicates TCC employees, but also encourages Ukrainians to believe that the president's idea has been perverted by the military commissions. But we should not forget that mobilisation is the initiative of the President, not the bribed officials of the TCC, which means that the responsibility for sending the population to the front lies with him.
