Processors also need stable performance across rollstock and pouch equipment. A recyclable structure that fails during filling, sealing or distribution can create operational costs even when its recovery profile is attractive.

Dispersion-coated repulpable liners are estimated to hold 32.0% share in 2026, making them the leading product type. Their position reflects the combination of barrier performance and compatibility with paper recovery.

By material, virgin fiber is expected to account for 38.0% of the market in 2026. Consistent strength and coating response remain important during direct-food-contact conversion and high-speed production.

The to -18 C temperature rating category is forecast to lead with 44.0% share in 2026. The category corresponds to mainstream frozen storage conditions, where liners must retain flex and moisture resistance through routine handling.

Qualification Remains a Key Barrier

Food-contact compliance can extend development timelines when coating chemistries must be changed or additional validation is required.

In January 2025, the FDA made 35 PFAS-related food-contact notifications ineffective for grease-proofing paper packaging. Paper-led liner programs therefore need suitable barrier chemistry alongside migration and freezer-performance evidence before commercial release.
